How does a song get to the Top 40?

I love trashy, horrible pop music, basically the Top 40. Can’t get enough of it. But I’ve always wondered, how does a song get on the Top 40/100? Could I, a random person, get a song up there?

I can’t sing, I have no experience with editing audio, and have only written a few songs just for the lolz, and none of them are particularly amazing. However, listening to the Top 40, I know that really isn’t a problem. I could use auto-tune for the voice, hire a good producer, and basically sing whatever the hell I want as long as its catchy.

So, is the only way to get to the Top 40 basically being promoted by a big record label? And if I don’t get picked up by a major record label, how would I even start to try and promote the song enough for it to appear on the charts?

Sorry that this is like 10 questions in one. Just curious about it all.
