Free to contract – You (and each Co-Writer) must not be party to a current exclusive song-writing agreement and your song must not be the subject of any existing music publishing agreement.

In other words the song you are trying to submit can’t have been submitted anywhere else. It has to be a first time thing, and since they are asking that, more than likely you are not going to be able to submit it anywhere else. At least until the contest is over and you know if you’ve won or not.
