Meaning, is it illegal to convert WMA bought music to MP3 files without the intentions of third party distribution and just for personal use? Also, is it illegal to download/use/licence use of audio converters?

No its not. Limewire is not illegal either for personal use, but idiots think they know everything and push the matter to ridiculous proportions. Anything for personal use like that is not illegal. The only thing that makes it illegal is if you are profiting financially from other peoples work.
