BOSTON – Former top Patrick administration finance chief Leslie A. Kirwan testified yesterday that she never would have approved a $ 13.5 million software contract with Cognos ULC in 2007 if she had known House Speaker Salvatore F. DiMasi was taking fees in exchange for pushing the deal.
