Why are NJ state workers under contract instead of being considered at-will?

Question by cat: Why are NJ state workers under contract instead of being considered at-will?
The latter makes a lot of sense regarding budget. Along with use-em or lose-em sick and vacation days and raises & advancement based upon performance rather than tenure. I know government doesn’t make sense but I’m curious about their logic.

people have to have jobs. Thats why it is contract.

Me thinks your a boss that works for big buisness and just trying to keep me down.
