If PBS, Nova, local TV stations and some music companies have agreements with Youtube to post their videoes on the site. Why can’t Viacom just get an agreement with youtube to post videoes in its site then the copyright infringers would go away instead of suing youtube for billions of dollars.

Presumably Viacom don’t like the terms of the agreements that Youtube offer.
