The main reason is that if the gas is hot it’s moving fast and the nebula or cloud won’t contract as easily as if the gas is relatively cool.
However, a gravitational wave or shockwave from a supernova can cause the gas in a nebula to contract to star forming stars, even if the temperature is too high for it contract on its own.
