I know the BMI and other music agencies set some mandates on Karaoke and public performance… what steps are necessary (after obtaining the music) in order to open a karaoke bar?

You will be required to purchase a “blanket coverage” license that will cover entertainment like bands, DJ’s, karaoke, and even the jukebox.
