What is the best way to discipline a 15-year-old who drives the car without permission?

Question by Amy S: What is the best way to discipline a 15-year-old who drives the car without permission?
My daughter has a learner’s permit but obviously no driver’s license yet. She received a call in the middle of the night from a female friend who was drunk and wanted a ride home from a party. In the process of picking the friend up, she ran over something in the road and got a flat tire. She walked home, woke me up crying hysterically, and admitted to everything.
I chose to have her on my own in my mid-thirties. Her birth father is in the picture, but lives on the opposite coast. My parents have passed away and I have no siblings, so there are no close family members (read: authority figures) to help set her straight. I am a university administrator and had (I thought) instilled a healthy set of ethics and morals. She’s a great girl, gets straight A’s, is a musician and has a responsible after-school job. She knows she can always come to me for help any time for any reason.
I’m furious. Part of me is glad that she got a flat tire and was forced to walk about a mile home. I hope it scared the bejeesus out of her. She needs to suffer the consequences of this idiotic act, but what would be the most effective punishment? I have entertained all kinds of notions, from taking away her cell phone, to pushing back the date she can get her driver’s license, to drawing up a behavior contract, to marching her down to the police station for a lecture, to building a big cage and pushing food in through the bars until she’s 30.
Advice?
