I have to do back up withholding of 28% on a payee because he refuses to give me the W-9 i furnished to him. i’ve been told that i will have to fill out the 8109 coupon with pencil and take it to the bank and make the deposit through my checking account. does the bank charge fees for this? can’t i just mail the payment to the IRS? i’m at the mercy of my distributor, i can’t pay any of my payees for the music i sell, until i get payments from my distributor. then i divide that amount between myself and my co-writers. i plan to make the deposits everytime i get a payment from the music distribution company, which will likely be once per month. i plan to deduct atleast $ 10 per hour from this payee for any task i am forced to do because of his unwillingness to cooperate, for instance, the hour i will have to spend going to the bank and standing in line is gonna cost him. he may take me to small claims court over that, i don’t know if he’d have a case. what more must i do tax wise?

All the payments I send through the bank to the IRS at no charge. Give the IRS a call.
