Stinky, loud neighbors?

I just got new downstairs neighbors about 3 weeks ago and i already don’t like them. I really don’t like the smell of smoke, but they are always smoking on their patio and it drifts up and through our open doors and windows. That’s a quick fix, though, we can just close them. However, every weekend night, they play really loud music that shakes the floor and walls. Should I contact the management company first or call the police?
