What do you mean when a record label is distributed by another record label?
Ex: Hollywood Records is a record label owned by the Walt Disney Company. It mainly focuses on pop music. The label was started in 1990 and initially distributed by Elektra Records in the US and Canada until 1995 when distribution switched to PolyGram.

Hollywood Records uses other record labels distribution channels… their business partners and alliances in order to release the recordings out to the public.
