Do you have to pay to download songs from GH Tunes in the Music Studio? If not, what does the user agreement state?
By asking what does the user agreement state, I mean what’s the point if you don’t have to pay?

No, you do not have to pay for any GHtunes songs, i always download the top rated ones, there fun to play when you’re bored.
You can download any song you want off their, as user submitted them knowlingly that they are not going to make anything from them, as it states in the user agreement T&C’s
