So i want to “buy” music from a recording company. But every time i contact them, they ignore me. So what are the steps in “licensing” music? i don’t want the music, but the acapella of the song for remixing. please help.

Acapella means without instruments. So, you’re asking for the vocals or your asking for the instrumentals but not know what the term means.
They’re ignoring you until you use the music and then they’ll come out of the wood work.
You don’t really license music like you license software. Chances are, they will continue to ignore you but monitor you to see if you use their music without permission.
