Hi Guys,
I know someone who uses ‘Kick-ass torrents’ and it says selling copyrighted music for free is legal due to the DMCA act Clinton signed?
Is this true?

First, it is not selling if he is not charging. Second, ANY distribution of copyrighted material without consent of the copyright owner is illegal. The MEANS of distribution and any profit are 100% irrelevant.
I know very little about the DMCA. Your source knows even less.
