like in case of an agreement for consultancy services with a consortium headed by a foreign with a govt where negotiations held formed basis for entering into contract agreement, do the negotiation minutes are legally valid during execution of the consultancy project, if so the authority therefor?

To answer the question you’d have to know more:
1) what does the contract say? Ordinarily it would contain a paragraph stating that the contract contains the full understanding between the parties, etc.
2) what law applies – this, too, may be specified in the agreement.
