I need to take some pics for my website but I need a sample contract that will disclose to them that I will have full rights over their photos and I can use them for any promotional or site use.

Are you talking about a model release?
I have those if you would like me to send you a sample.
If you are talking about using a photographers photos exclusively, then you may have to pay more than you want. Currently the fee for all rights to a photo starts at $ 1600 each.
