ASCAP, BMI or SESAC which is best for licenseing music?

In the Start & Run Your Own Record Label book by Daylle Deanna Schwartz. Any of the 3 are fine for publishing. It states that ‘ASCAP charges its affilated publishing companies a fee of $ 50 a year each. BMI charges a one-time fee of $ 100. While SESAC doesn’t charge a fee’. ASCAP is the most famous and most used in the US, I’d say that may be the most trustworthy. This is only an opinion.
