Is it illegal to make a arcade game with copyrighted music that you don’t have the licenses to use and charge money to play? I think that’s fair use isn’t it since your not giving away the music…

Also what are the requirements to open a Arcade business?

If you intend to run background music in your arcade and it comes over your loudspeakers…. then you better have the right to the commercial use of those songs..
