Tax volunteers Volunteers are needed to help Effingham residents with tax preparation. Through the Volunteer Income Tax Assistance Program, volunteers learn to prepare simple federal and state tax returns and, in turn, are asked to donate about four hours a week helping at the VITA site in Rincon from Jan. 19-April 15.
