Is there a publishing company or record company who has the rights to the music (not lyrics). Is it based on an old folk song?

“Deep In the Heart of Texas” is in the Public Domain. Songs can only be copy-writed three times and then for only 7 years each…. unless special permission is given by the Copy-write office.
