Am I allowed to set up a website that provides free indie music to users? I would just find the free indie mp3s somewhere online, such as PureVolume or the free section at last.fm.

How would I know if I’m allowed to distribute them or not?

To distribute music, you need the permission of the authors of the music. Unless you’re getting it directly from them (most indie bands will have some sort of web presence), you very likely do NOT have such a right. Only with DIRECT contact should you even consider this.
