If I purchase music at a Target or a used music store or I tunes, and then put the music on a CD then sell it. Is it illegal?

Absolutely not. You are violating copyright laws by doing so. When you purchase music you are purchasing a license to listen to that music personally. You do not “own” the music, you only own a license to listen to it. Consult a lawyer if you have further questions.
This is actually worse than simply sharing music online because you are making a profit off of your cd copy.
