If someone offers to grow over 1000 bushels but with a drought that year causes her to grow only 250. Should this person that grew the crop be help responsible for a breach contract?

Impossibility is a defense if there is an unforeseen occurrence that prevents full performance of the contract

Sounds like it would be a valid defense in this hypothetical
