It depends on what type of licensing you’re looking for, such as films, TV, or venues. Most licensees will go through publishers or companies like MuZak for their needs.
However, as independent artists there is a huge market for new music to be licensed into TV, films, or video games. Luckily there are services specifically for helping you get your music to the music supervisors who need it. The most famous being TAXI, but there are others like Song Peddler, Rumblefish, MusicSupervisor, Pump Audio, Music Gorilla, and Song Catalog. Your music is going to need to be registered with a PRO (ASCAP, BMI, SESAC) in order to submit it for licensing.
I highly suggest visiting film festivals, college film classes, youtube blogs, and other video related events/places and networking with film makers.
