i just moved in to my new place about 2months now… everything quite well except my freaking neighbor next door.. they play loud music as loud as like you are in a club even daytime (you can feel the beat and the walls are vibrating and believe it or not it is louder than my TV’s volume). i am sick and tired knocking their door every single day just to ask them to turn their volume down. i sent my complain to management 2x already in about in 2weeks now but still no changes or action was taken..
my biggest questions are… how can i break the contract without paying penalty? and how can i get my deposit back( i don’t really have clean the place because i keep it clean as when i moved in since i only stay here for more that a month)?

You send a certified letter to management stating the problem. You document every interaction with management or the neighbor by keeping a journal. I would write to them certified every week it is not resolved. Then after a couple of weeks perhaps the third certified letter I would inform them that you consider them in breach of your rental contract and that you are contemplating legal action against them.
Finally I would inform them (again in documented writing) that due to their failure to resolve this issue you are moving and will expect not only their cooperation with inspections but a prompt refund of your security deposit.- You may want to have an attorney draft that letter – it carries a lot more influence.
Once you are out I would take them to small claims court and try and get a refund of every penny paid in rent.
