You write a formal request to the company or publishing company that owns the rights and explain what you wish to do with the music, how it will be seen or distributed, and whether you want full rights (which you probably cannot afford and will never get) or just one-time use rights.

I can tell you this—if they know you are going to use it on Youtube, you’ll never get rights, not even one-use rights.
