How do I get a license to use copyrighted music?

Question by sleeper248248: How do I get a license to use copyrighted music?
I want to use copyrighted music in short films, that I am making and editing, and home movies.
I’ve looked on ASCAP.com and BMI.com and not found information on this usage. I’ve also looked at Copyright.gov. I know there is a third licensing organization for music but I don’t know the name.
Other than contacting the record labels/artists directly, does anyone know any other way to get the rights?

most composers make rights available through Harry Fox Agency. They have pre-negotiated terms for sync (video) and mechanical (CDs) rights which is what i think you are after. BMI and ASCAP only deal with public performance and broadcast use of music.
