If you have a legal issue in the U.S., your first contact should be a U.S. based copyright attorney. I would suggest the same for Romanian copyright law — contact a Romanian copyright attorney.
Short of that, I would suggest contacting the Romanian Copyright Office for more information. Here is their information from the WIPO website. The Copyright Office does not list a website, however.
