Are ROTC and recruiting connected? How much so? To what extent?

Question by EdwardF: Are ROTC and recruiting connected? How much so? To what extent?
I am curious if ROTC and enlisted recruiting are closely connected. For example, if someone did army ROTC in college as a NON-CONTRACTED cadet and didn’t contract or go to the medical board say because they weren’t mature enough would there be some kind of database that they would be forever available to recruiters? For example, I have a friend who was recently thrown out of ROTC for that reason and plans to try to enlist in the guard in a couple of years. Assuming he matures and tries to bury his past down might he have more success?? Also it should be noted that he was NOT CONTRACTED or SENT TO THE MEDICAL BOARD. They say that if you aren’t contracted you are simply taking a class with a lab and nothing more. Also might he have more success if he tried a different branch? Is this like a criminal record where it goes into a database for all to see???
