Here’s the plan: We want to create a 12-team fantasy baseball league, where each team drafts players based on a specific dollar amount. For instance:

A-Rod costs $ 1; Big Papi costs $ 0.75; Gary Sheffield costs $ 0.50

(That’s just an example; each player costs a different amount, based on skill).

Each league member must draft players according to a set salary cap. You can not go over the salary cap limit. Also: each player will have a contract length (which will be the same as their current MLB contract length) ..for instance: If Ortiz is signed for 4 more years, then, when you draft him, he’s signed for four years.

We also plan on making the league a full-team keeper. Whatever team you end with in 2007, you carry over to 2008s team. All trades and transacations will be recorded on a private message board; everything is detailed and charted.

Other details: if you trade for a player, you take on his dollar amount/contract ..no limit on spending

It could work,but there are many issues to be dealt with:
What happens to a player after his contract expires? Is he a free agent available to the highest bidder or do you somehow re-draft all free agents after the end of the season?
How are rookies dealt with once the season starts – what is their salary and which team owns which rookies?
Can a team drop any player at any time -and if so, is there some kind of penalty for so doing?
Who is going to set the value of each player and upon what basis?
Is your salary cap a hard cap (no team exceeds it for any reason) or a soft cap (there are specific circumstances that allows a team to exceed the cap).

Salary cap leagues are very time-consuming to implement and take a stong commitment by those running the league to succeed. Very specific rules are required to keep arguments to a minimum and prevent owners from leaving as the result of a dispute.
Still I find them much more challenging and rewarding than the typical auction or draft league.
