Donald R. Waldrip, who died May 4, administered the controversial desegregation of Cleveland schools, widely blamed for massive white flight and urban decay. He was 82. Waldrip also helped to pioneer magnet schools in Cleveland and across the country, partly to promote voluntary integration. Colleagues said he opposed forced busing while carrying it out here under federal orders.
