Music production is a broad designation that covers recording as well as live concerts, stage, etc.
Record producer suggests a limitation to producing recordings. Of course those recordings may be part of a video, film production or perhaps a recording of a live concert. So really, these terms are used to label more or less the same job.
In both cases the producer may be called upon to gather talent, capital, budgeting, select repertoire, write arrangements, provide recording facilities, attend to the needs of the artists on the project and post production affairs (i.e. mixing, mastering, manufacture, etc.). Whether the producer is present in the recording booth or not, the ultimate success of any venture rests squarely on his/her shoulders.
