Asking if someone after they have agreed to sponsor with the I-864 form, if they can pay money to the US Government or Immigration to get ouf of the contract..

No, you cannot get out of this legally binding contract by paying money to the government (after the beneficiary became a permanent resident).

The contract can end with the beneficiary’s death, OR their permanent departure from USA, or after they worked in USA for at least 10 full years, OR when they became a USA citizen.
